摘 要

技術(shù)性貿(mào)易壁壘作為一種新型的貿(mào)易壁壘，具有一些明顯不同于傳統(tǒng)非關(guān)稅壁壘的特點(diǎn)，它的作用機(jī)制及經(jīng)濟(jì)效應(yīng)與傳統(tǒng)貿(mào)易壁壘存在較大差別。因此我們需要從分析技術(shù)性貿(mào)易壁壘的種種表現(xiàn)出發(fā)，深刻認(rèn)識技術(shù)性貿(mào)易壁壘的內(nèi)涵、特征。并在借助已有分析方法的基礎(chǔ)上對技術(shù)性貿(mào)易壁壘的產(chǎn)生原因、作用機(jī)制和經(jīng)濟(jì)效應(yīng)作深入剖析。從而從盡可能完整的意義上來認(rèn)識與把握技術(shù)性貿(mào)易壁壘這一新型的貿(mào)易壁壘。
在此基礎(chǔ)上，以玩具產(chǎn)品為對象，分析國內(nèi)外有關(guān)技術(shù)性貿(mào)易壁壘的具體情況及對玩具出口貿(mào)易的影響程度。目前我國玩具產(chǎn)品出口的技術(shù)性貿(mào)易壁壘主要是美國、日本、歐盟等發(fā)達(dá)國家的技術(shù)法規(guī)和產(chǎn)品安全認(rèn)證。高標(biāo)準(zhǔn)、嚴(yán)要求是產(chǎn)品認(rèn)證的一種重要表現(xiàn)方式，所有的認(rèn)證都要求產(chǎn)品根據(jù)相應(yīng)的標(biāo)準(zhǔn)進(jìn)行實(shí)物檢測。由于自身在技術(shù)上的優(yōu)勢，發(fā)達(dá)國家往往以保護(hù)人身安全為由，采用很高的技術(shù)標(biāo)準(zhǔn)。在此基礎(chǔ)上分析了技術(shù)性貿(mào)易壁壘的影響，提出了如何在WTO/TBT協(xié)議框架下發(fā)揮各方積極作用的對策及建議，從而來促進(jìn)我國玩具產(chǎn)品的對外貿(mào)易。

Abstract

The technical trade barrier took one kind of new trade barrier, has obviously some is different with the tradition non- tariff barrier characteristic, its function machine-made and economical effect and traditional trade barrier existence wide difference. Therefore we need to embark from analysis technical trade barrier all sorts of performance, profoundly knows the technical trade barrier the connotation, the concept, the characteristic. And in draws support had the analysis method in the foundation to the technical trade barrier production reason, the function machine-made and the economical effect makes the thorough analysis. Thus comes up from the complete significance the understanding with to grasp the technical trade barrier this new trade barrier as far as possible.
In this foundation, take the rare earth products as the object, analyzes the domestic and foreign related technical trade barrier the special details and to the trade the influence, At present our country rare earth products exportation technical trade barrier mainly is US, Japan, European Union and so on the developed country technical laws and regulations and the product safe authentication. High is standard, the strict request is the product authentication one important performance way, all authentication all request the product basis corresponding standard to carry on the material object examination. Because oneself in the technical superiority, the developed country often take protects the personal safety as a reason, uses the very high technical standard. Based on the international authentication regarding our country mechanical and electrical product exportation importance, this article carries on the classification and the comparison to the present international authentication situation. Has analyzed the technical trade barrier influence in this foundation, how proposed in WTO/Under the TBT framework agreement displays the all quarters positive role the countermeasure and the suggestion, thus promotes the our country rare earth products foreign trade.
