ABSTRACT

Since reform and open to the outside world, with successful development of Zhujiang Delta and Changjiang Delta area, and with drop of another chessman of West Great Development, the emphases of our area development has transferred to the hot earth of Northeast China. Premier Wen Jiabao pointed out in the meeting of Northeast promotion that to implement area economic cooperative developing strategies and policies and adjust area economic structure is demand of realizing the third strategic objective. The Sixteen Congress of the Party has pointed out definitely to sustain Northeast adjustment and reconstruction and sustain cities majoring in resource exploitation to develop continuous industry. Thus the strategies and policies of Northeast Promotion are brought forward. People visualize the strategies as “the third chessman” of Chinese area economic cooperative development. Therefore, it is important to analyze and put into force the strategies and policies of Northeast promotion, to make good use of advantages of Northeast China, and to take effective measures to further promote development of Northeast China.
