如何有效控制工程造價(jià)

摘     要

大部分人認(rèn)為控制工程造價(jià)就是編制預(yù)算、審查決算、制止施工單位的高估冒算。其實(shí)，工程造價(jià)是指進(jìn)行一項(xiàng)工程建設(shè)所需的全部費(fèi)用。工程造價(jià)全過(guò)程控制就是在建設(shè)程序的各個(gè)階段，采用一定方法和措施，防止“三超”現(xiàn)象的發(fā)生，以求合理使用人力、物力和財(cái)力，取得較好投資效益。工程造價(jià)控制，是在滿足工程質(zhì)量標(biāo)準(zhǔn)前提下在投資決策階段、設(shè)計(jì)階段、工程發(fā)包階段和工程實(shí)施階段，把工程造價(jià)的發(fā)生控制在批準(zhǔn)的限額以內(nèi)，隨時(shí)糾正發(fā)生的偏差，以保證工程管理目標(biāo)的實(shí)現(xiàn)，力求工程建設(shè)中合理使用人力、物力、財(cái)力，取得較好的投資效益和社會(huì)效益。由于在工程造價(jià)中存在許多可變因素，這給工程造價(jià)帶來(lái)諸多的問(wèn)題。因此，工程監(jiān)理一般從設(shè)計(jì)階段開(kāi)始至實(shí)施階段結(jié)束。工程造價(jià)控制也就是對(duì)工程從設(shè)計(jì)階段開(kāi)始至實(shí)施階段結(jié)束過(guò)程中各階段進(jìn)行有效控制。其中工程的承發(fā)包已主要通過(guò)招投標(biāo)來(lái)實(shí)現(xiàn)。建筑企業(yè)通過(guò)投標(biāo)競(jìng)爭(zhēng)取得施工任務(wù)，有效防止了建筑市場(chǎng)的腐敗行為，有利于提高工程質(zhì)量，降低工程造價(jià)。

The building cost of projects entire process control is in construction program each stage, uses certain method and the measure, prevents “three ultra” the phenomenon occurrence, in order to the reasonable use manpower, the physical resource and the financial resource, make the good investment progress. The building cost of projects control, is in satisfies under the project quality standard premise in the investment decision stage, the design stage, the project contract award stage and the project implementation stage, building cost of projects's occurrence control in the authorized quota, momentarily corrects the deviation which occurs, guaranteed that the project management goal realization, makes every effort in the engineering construction the reasonable use manpower, the physical resource, the financial resource, makes the good investment progress and the social efficiency. Because has many variable factors in the building cost of projects, this brings many questions for the building cost of projects. Therefore, project overseeing from the design stage started to the implementation stage to end generally. The building cost of projects control was also from the design stage starts to the project to the implementation stage conclusion process in various stages to carry on the active control. And the project forwards the package mainly through to incur the bid to realize. The construction enterprise obtains the construction work through the competitive bid, has prevented the construction market corruption effectively, is advantageous in improves the project quality, reduces the building cost of projects.
