居民消費(fèi)與中國(guó)財(cái)政政策的有效性分析

                      摘  要   
　　作為社會(huì)總需求的最重要組成部分，居民消費(fèi)增長(zhǎng)直接影響整個(gè)國(guó)民經(jīng)濟(jì)增長(zhǎng)的速度和質(zhì)量。以擴(kuò)大內(nèi)需、刺激消費(fèi)為主的拉動(dòng)經(jīng)濟(jì)增長(zhǎng)方式，是解決我國(guó)經(jīng)濟(jì)發(fā)展問(wèn)題的根本措施，是使我國(guó)經(jīng)濟(jì)走向良性循環(huán)、持續(xù)發(fā)展的治本之策。這意味著以降低稅負(fù)、改善收入分配、提高就業(yè)率、完善社會(huì)保障制度為方向的財(cái)政政策的應(yīng)用將至關(guān)重要。財(cái)政政策作為國(guó)家宏觀調(diào)控的重要手段，應(yīng)當(dāng)而且必須在促進(jìn)消費(fèi)的政策體系中發(fā)揮其主動(dòng)的適應(yīng)性和應(yīng)有的前瞻性作用。

Residents Consumption and Effective Analysis of Fiscal                     Policy in China
                    ABSTRACT
    As the society total demand is the most important part of residents' consumption growth, directly affects the whole national economic growth speed and quality. To expand domestic demand, stimulate consumption pull move economy to grow way, it is to solve our country economy development problem of the fundamental measures, make our country economy moves toward benign loop, sustainable development countermeasure. This means that in order to reduce the tax burden, improve income allocation, increase the rate of employment, perfect social security system for the direction of the financial policy applications will be crucial. Fiscal policy as an important national macro-control means, should and must be on policies to promote the consumption system to play its active adaptability and its prospective role.
