由廣播媒介看我國媒介的政府規(guī)制

【摘要】
本文首先提出了媒介的政府規(guī)制的概念，然后以我國廣播電視媒介為例，分別探討了政府對媒介的行為和結(jié)構(gòu)兩方面的規(guī)制。其中具體以政府對廣告和有線電視網(wǎng)絡(luò)的管理為重點(diǎn)談了行為規(guī)制，以廣播電視的所有權(quán)問題為重點(diǎn)談了結(jié)構(gòu)規(guī)制。最后，結(jié)合國外政府對媒介的規(guī)制狀況展望了媒介規(guī)制的未來。

【Summary】
This text has put forward the concept of the regulation of government of media at first, then take broadcast and television media of our country as an example, have probed into government's behavior to media and structure of two respects of regulation separately. Among them has regarded government's control over advertisement and cable TV network as and discussed the behavior regulation concretly especially, have taken ownership problem of the broadcast and television as the focal point and discussed the structure regulation. Finally, have combined the foreign government's regulation state to media and looked forward to the future of the media regulation.
