農(nóng)民增收問題之淺見

摘要：
增加農(nóng)民收入，是全面建設(shè)小康社會(huì)的重大任務(wù)。新時(shí)期增加農(nóng)民收入不僅是一個(gè)現(xiàn)實(shí)問題、經(jīng)濟(jì)問題，更是一個(gè)戰(zhàn)略問題、政治問題。它直接關(guān)系到農(nóng)民生活的改善，農(nóng)村社會(huì)的穩(wěn)定和我國小康目標(biāo)的全面實(shí)現(xiàn)。實(shí)現(xiàn)農(nóng)業(yè)發(fā)展、農(nóng)民增收、農(nóng)村穩(wěn)定，是我國實(shí)行經(jīng)濟(jì)調(diào)控的重要目標(biāo)。江澤民同志在黨的“十六”大報(bào)告中明確指出：“建設(shè)現(xiàn)代化農(nóng)業(yè)，發(fā)展農(nóng)村經(jīng)濟(jì)，增加農(nóng)民收入，是全面建設(shè)小康社會(huì)的重大任務(wù)?！苯鼛啄辏r(nóng)民收入增幅下降，增速緩慢，有的地方竟然出現(xiàn)了負(fù)增長(zhǎng)，已經(jīng)縮小的城鄉(xiāng)收入差距又逐步拉大，嚴(yán)重挫傷了農(nóng)民發(fā)展生產(chǎn)的積極性，制約了農(nóng)業(yè)乃至整個(gè)國民經(jīng)濟(jì)的發(fā)展。新時(shí)期如何實(shí)現(xiàn)農(nóng)民增收，已成了農(nóng)村小康建設(shè)的關(guān)鍵。

Summary ：
Develop rural economy , increase peasant income , build great task of well-to-do society in an all- round way. It is not merely a realistic problem, economic question that new period increases peasant's income, it is a strategic question, political issue even more. It concerns the improvement of peasant's life, stability of the rural society and the realizing in an all-round way of well-to-do level goal of our country directly. Realize agriculture develop, increasing peasant income, stability of the countryside, it is our country that implement important goal that economy adjust and control. Comrade Jiang Zemin points out " 16 " in the parties clearly in the big report: "Build modernized agriculture, develop rural economy, increase peasant's income, it is the great task of building the well-to-do society in an all-round way.
