翻譯標準問題是翻譯理論的核心問題，也是翻譯界長期爭論的問題。縱觀中
外翻譯史，上下幾千年，各家各派，紛紛提出了各類標準。如嚴復(fù)的“信、達、
雅”，魯迅的“保存原作豐姿，力求其易解”，瞿秋白的“直譯、意譯”，傅雷的
“形似、神似”，奈達的“動態(tài)對等”及辜正坤近年來頗具影響力的“最佳近似
度”等等,可以說，翻譯標準常常是見仁見智。

有機器翻譯就有對機器翻譯的評價，必然也存在機器翻譯的評價問題，其評
價標準對機器翻譯的開發(fā)與研究都會產(chǎn)生重要影響。機器翻譯自上個世紀五十年
代問世以來，取得了長足的進展，但如何對譯文進行評價并沒有一個統(tǒng)一的客觀
的普遍適用的標準。
本文介紹了“臭名昭著”的 ALPAC 報告(美國自動語言處理顧問委員會的黑
皮書)中的質(zhì)量評估標準和分級體系，ALPAC報告對譯文質(zhì)量的評價分為可懂度
（九個等級）和忠實度（十個等級），第一次對機器翻譯進行整體評價。作者對
此報告中質(zhì)量評估進行了詳細分析, 重點論述了報告中對譯文質(zhì)量評估的分級
標準的依據(jù)、優(yōu)點及不足，論述了MT質(zhì)量、速度和費用對機器翻譯發(fā)展的巨大
影響。此外，本文還介紹了日本科學(xué)技術(shù)研究院參照ALPAC報告提出的一種分
級標準以供參考。最后，作者指出這一評估標準雖然對于機器翻譯譯文質(zhì)量的評
估來說是相對合理、適用的，但標準技術(shù)和方法的具體實施、應(yīng)用和改進仍是一
個難題，并需要相關(guān)人員的不懈努力。
