摘要：
創(chuàng)新系統(tǒng)的建立能夠協(xié)調(diào)產(chǎn)業(yè)集群內(nèi)部各要素的創(chuàng)新能力，培育集群整體的創(chuàng)新能力，從而實(shí)現(xiàn)傳統(tǒng)低技術(shù)產(chǎn)業(yè)的持續(xù)生命力。本文以某地鞋革產(chǎn)業(yè)為切入點(diǎn)，對(duì)某地鞋革產(chǎn)業(yè)中小企業(yè)集群創(chuàng)新系統(tǒng)進(jìn)行分析，希望對(duì)整個(gè)中國(guó)制造業(yè)的發(fā)展有所啟示。

Abstract
Facing the challenges such as the technology barrier in international commerce and the growth of footwear industries in Vietnam, India and other developing countries, it is a significant task for footwear industry of China to upgrade its technical innovation level. As a typical case of “development pattern of Wenzhou”, footwear industrial cluster in Wenzhou represents lots of features and drawbacks which other industries face. Basing upon CSP model and by analyzing the establishment and evolution of innovation system of industrial cluster in Wenzhou, this paper is to analyze and bring up a ladder to upgrade technical innovation in this cluster.
