摘要 改革開放以來，河南省的經(jīng)濟(jì)迅速發(fā)展，各地區(qū)人民群眾的生活水平日益提高，河南省的醫(yī)療衛(wèi)生事業(yè)取得了前所未有的發(fā)展。同時(shí)，基于市場(chǎng)經(jīng)濟(jì)帶來的不平衡發(fā)展，不同的社會(huì)階層之間不僅僅是經(jīng)濟(jì)收入的差距較大，而是健康狀況和衛(wèi)生醫(yī)療服務(wù)的可及性差距也越來越大，貧困人群看不起病問題尤為突出。由于貧困人群的經(jīng)濟(jì)承受力和健康狀況都較脆弱，得到醫(yī)療服務(wù)的可能性比較差，面對(duì)不斷增長(zhǎng)的醫(yī)療費(fèi)用，貧困人群一旦患上重大疾病，“因病致貧、因病返貧”的現(xiàn)象也會(huì)隨之產(chǎn)生。建立健全醫(yī)療救助制度是保障貧困人群基本醫(yī)療需求的重要手段，建立健全醫(yī)療救助制度才能保證貧困人群的基本權(quán)利，提高基本健康水平，解決貧困人群的“看病難、看病貴”問題。
針對(duì)上述問題，本文的分析和研究分以下個(gè)部分:在緒論部分，根據(jù)貧困人群的生存權(quán)利與實(shí)現(xiàn)醫(yī)療公平，論述了建立河南醫(yī)療救助制度的意義，并對(duì)國內(nèi)外的醫(yī)療救助研究現(xiàn)狀做了相關(guān)綜述。在第二部分，對(duì)醫(yī)療救助、對(duì)象和特征相關(guān)概念進(jìn)行了詳細(xì)描述，對(duì)我省醫(yī)療救助制度認(rèn)識(shí)奠定了一定基礎(chǔ)。在第三部分，首先分析認(rèn)識(shí)河南省醫(yī)療救助現(xiàn)狀，同時(shí)指出河南醫(yī)療救助制度在實(shí)施過程中存在的政府責(zé)任、管理部門權(quán)責(zé)不清、籌集資金等問題。第四部分,通過研究國內(nèi)外的醫(yī)療救助制度經(jīng)驗(yàn)，提出了對(duì)河南醫(yī)療救助制度的借鑒。第五部分，根據(jù)河南醫(yī)療救助制度存在的問題，針對(duì)河南實(shí)際情況，提出健河南醫(yī)療救助制度的對(duì)策建議。最后對(duì)本文進(jìn)行簡(jiǎn)單總結(jié)。

The Research of Urban Social Medical Assistance System in Henan Province
Abstract Since the reform and opening-up policy, the economic of Henan ,Autonomous Region developed rapidly, At the same time, due to the uneven development of the market economy, the gap of the income of people in different social class and the health service accessibility is growing; the issue of poor people cannot receive enough medical service is quiet serious. In Henan, there lives many different ethnic minorities, the majority of them are farmers and shepherds, so there exists severe poverty problem. As the people’s economic and health status are relatively weak, the availability of medical services is rather poor. Because the rising medical costs, the poor people facing "poverty caused illness, illness cased poverty" problem. Establishment of medical aid system is an important way to protect the basic medical needs of the poor people, with the help of the establishing medical aid system and improvement of people’s basic health to solve the problem of poor people’s medial service difficulty and endure the basic health rights of that.
In response to this, this study is divided into five parts to discuss: in the first part, based on the poor people’s health care rights and realization of medical fairness, the author discussed the significance of establishing the medical aid system in Henan, and the idea of this research, The second part, through a brief introduction of poverty, social assistance, medical assistance, the relationship between poverty and health and other basic concepts as the foundation of understanding of the medical assistance system in China. In the third part, the author first reviewed the medical aid system in Henan and its development process, through analyzing the situation, the problems of the medical aid system during the implementation process has pointed out; In the fourth part, according to the problem and the actual situation of the medical aid system in Henan, the author proposed some suggestions on the improvement of medical aid system. Finally, a simple conclusion of this study as summarized.
