[摘要]隨著經(jīng)濟(jì)的發(fā)展和工業(yè)化進(jìn)程的不斷加快，發(fā)展低碳經(jīng)濟(jì)保護(hù)我們賴以生存的地球環(huán)境已成為世界各國(guó)不可逆轉(zhuǎn)的趨勢(shì)。目前，西方發(fā)達(dá)國(guó)家的碳金融市場(chǎng)已漸趨完善和成熟，而我國(guó)才剛剛處于起步階段。本文從碳金融及其市場(chǎng)的相關(guān)概念談起，簡(jiǎn)要概述關(guān)于發(fā)展碳金融市場(chǎng)的國(guó)際公約，通過(guò)搜集我國(guó)和西方發(fā)達(dá)國(guó)家有關(guān)發(fā)展碳金融市場(chǎng)方面的文獻(xiàn)資料，分析我國(guó)與西方國(guó)家碳金融市場(chǎng)發(fā)展的現(xiàn)狀，然后通過(guò)比較我國(guó)與發(fā)達(dá)國(guó)家在建立碳金融市場(chǎng)方面的不同及相應(yīng)的優(yōu)缺點(diǎn)，深入探析我國(guó)目前在建立和發(fā)展碳金融市場(chǎng)方面存在的不足，并針對(duì)這些不足，從碳交易平臺(tái)建設(shè)，碳金融相關(guān)法律法規(guī)，市場(chǎng)運(yùn)行機(jī)制及碳金融產(chǎn)品創(chuàng)新等方面提出以后關(guān)于我國(guó)在碳金融市場(chǎng)體系建立的相關(guān)建議和制度設(shè)計(jì)，以期在我國(guó)建立一個(gè)完善成熟的碳金融市場(chǎng)體系。

The Research on Problems and Countermeasures of Developing Carbon Market in China

(Abstract)As the development of the economy and industrialization speeding up, it has become an irreversible worldwide trend to develop low-carbon economy, so as to protect our environment . Now, the carbon market in western developed countries develops much better then that in China, which is still at its beginning stage. In this paper, the author studies the related conceptions about carbon finance and its market, then gives a brief overview on the international covenants of developing carbon financial markets. After collecting related information about developing carbon finance both in western developed countries and in China, the author studies their current situation respectively. By comparing the differences of establishing carbon financial markets in western countries and in China, and their respective advantages and disadvantages, the author gives an in-depth analysis about the problems of establishing and developing carbon financial markets in China. Based on knowledge of carbon trading platform construction, carbon finance-related laws and regulations, market mechanisms and carbon financial product innovations, the author offers some effective suggestions on designing and establishing a sound and mature international carbon financial market system in China.
