[摘 要] 農(nóng)村最低生活保障制度是國家和社會(huì)為保障收入難以維持最基本生活的農(nóng)村貧困人口而建立的一種社會(huì)救濟(jì)制度。建立農(nóng)村最低生活保障制度是有效保障農(nóng)民基本生活權(quán)益，促進(jìn)農(nóng)村社會(huì)經(jīng)濟(jì)穩(wěn)定協(xié)調(diào)發(fā)展的需要。然而農(nóng)村最低生活保障制度在建立之初，發(fā)現(xiàn)了諸如宏觀政策指導(dǎo)滯后、保障對象確定難、保障資金缺乏等等問題，為此我們嘗試了一些行之有效的解決辦法。為了在全國范圍內(nèi)真正確立起農(nóng)村最低生活保障制度，對其進(jìn)一步完善就顯得尤為關(guān)鍵了。

Abstract：Rural Minimum Living Security System is a kind of social relief system established by nation and society. The main aim is to keep the most basic living standard of poor rural people. To establish such a system can efficiently protect the basic living rights of peasantry. Meanwhile, it is also an efficient way to promote the stable and coordinate development of rural society and economy. While at the beginning of the establishment, we found lots of problems, such as the delays of macroeconomic policies, the difficulty of confirming protective targets and the lacking of relief investment.
