摘 要
隨著我國市場經(jīng)濟的發(fā)展，改革傳統(tǒng)的“量價合一，固定費率”的工程造價管理模式的要求一直很大。特別是在我國加入WTO后，對我們造價管理提出了新的更高的要求。造價管理工作從方法上應逐步向市場經(jīng)濟的法則靠攏，與國際慣例接軌。2003年7月有關部門頒布了《建設工程工程量清單計價規(guī)范》，正式提出了工程量清單計價。
工程量清單計價是國際通用的一種工程造價計價模式，這種工程造價計價模式能真正滿足我國“政府宏觀調控，企業(yè)自主報價，市場形成價格”的工程造價管理改革的需要，也是我國加入WTO后，在工程造價領域與國際接軌的需要。
要保證工程量清單計價模式的順利推廣實行，真正達到市場競爭形成價格，最終控制工程造價的目的，必須先解決工程量清單計價推廣應用中存在的問題，使工程建設各方真正理解接受工程量清單計價模式。
本文在認真研究《規(guī)范》的基礎上，總結工程量清單計價在我國試點以來的實施成果，從工程量清單計價的執(zhí)行現(xiàn)狀、計價程序出發(fā)，通過工程實例剖析工程量清單計價應用中存在的普遍性問題及解決問題的方法。本文主要從工程計量和計價這個環(huán)節(jié)出發(fā)，重點解決如何提高工程量清單編制質量，如何更好的進行工程量清單報價。

Abstract
With the development of our market economy, the requirement of the traditional construction cost management pattern.“The more quantity, The more price”s very high. It is higher than before, especially after the entry to WTO of our country. The construction cost management should be closer to the market economy law step by step and connect with the internationality. In July.2003.the related department issuedspecification of calculating by bills of quantities in construction project" and raise Calculating prices by B.Q. formally.
Calculating prices by bills of quantities is an international pattern commonly used for calculating construction cost, which can really meet the needs of construction cost management reform of “Government sovereign judging Prices, Enterprises Quoting Prices and market Forming Prices”. It is also the requirement for the field of construction cost connecting with the international market for the entry to WTO of our country.
To ensure the spreading of calculating prices by B.Q. to realize market competition that forms prices, and to control construction cost at lost, the problems in it must be solved first, and all the construction parties are required to understand and accept the pattern of B.Q. calculating prices.
From the view of the origin and the development of B.Q. calculating ces, and through project examples and existing application of B.Q. calculating prices. It analyses the universality problems and how to solve the problems in application of B.Q. calculating prices. The paper mainly settles: how to raise the quality of working out bills of quantity; how to deal with B.Q. calculating rationally.
