摘要
信貸業(yè)務(wù)是商業(yè)銀行最傳統(tǒng)的業(yè)務(wù),信貸風(fēng)險(xiǎn)是商業(yè)銀行面臨的主要風(fēng)險(xiǎn),信貸風(fēng)險(xiǎn)管理是商業(yè)銀行常抓不懈的工作。信貸風(fēng)險(xiǎn)管理的最終目標(biāo)是在承受一定風(fēng)險(xiǎn)的前提下獲取銀行收益最大化,實(shí)現(xiàn)銀行信貸資產(chǎn)的流動(dòng)性、安全性和盈利性。
國(guó)際先進(jìn)銀行業(yè)信貸風(fēng)險(xiǎn)管理經(jīng)過長(zhǎng)期發(fā)展,已形成了比較完善的信貸風(fēng)險(xiǎn)管理體系。這種良好的信貸風(fēng)險(xiǎn)管理體系有利于防止不良貸款的產(chǎn)生,為這些國(guó)家經(jīng)濟(jì)的平穩(wěn)運(yùn)行做出了較大貢獻(xiàn)。與之相比,中國(guó)商業(yè)銀行信貸風(fēng)險(xiǎn)管理還處于初步發(fā)展階段,表現(xiàn)為信貸風(fēng)險(xiǎn)管理水平的低下,商業(yè)銀行體系內(nèi)大量的不良貸款。這既制約了銀行自身的發(fā)展,也給中國(guó)經(jīng)濟(jì)的增長(zhǎng)帶來潛在隱患。提高中國(guó)商業(yè)銀行信貸風(fēng)險(xiǎn)管理水平,化解金融風(fēng)險(xiǎn),應(yīng)積極借鑒發(fā)達(dá)國(guó)家商業(yè)銀行信貸風(fēng)險(xiǎn)管理經(jīng)驗(yàn),建立完善的信貸風(fēng)險(xiǎn)管理體系。
中國(guó)建設(shè)銀行大理xx支行作為建行的一個(gè)分支機(jī)構(gòu),其信貸風(fēng)險(xiǎn)管理和國(guó)際先進(jìn)銀行業(yè)相比存在較大差距,信貸風(fēng)險(xiǎn)管理中存在較多問題,主要表現(xiàn)為信貸風(fēng)險(xiǎn)文化的缺乏、信息系統(tǒng)與管理工具的落后、信貸風(fēng)險(xiǎn)管理組織架構(gòu)的不合理、高素質(zhì)人員培養(yǎng)機(jī)制的缺乏以及信貸風(fēng)險(xiǎn)管理流程的不合理。
在中國(guó)商業(yè)銀行目前所處的大背景下,中國(guó)建設(shè)銀行大理xx支行信貸風(fēng)險(xiǎn)管理體系的建立應(yīng)從自身特點(diǎn)出發(fā),構(gòu)建一套符合自身發(fā)展需要的信貸風(fēng)險(xiǎn)管理體系,以減少不良貸款,提高資產(chǎn)收益率。

Abstract
Credit is the most traditional business of commercial bank , and credit exposure is the main risk for commercial bank to deal with, and therefore credit risk management becomes commercial bank’s daily work.
In this paper, it firstly introduces the conception of risk and considers its essentiality is uncertainty that can be measured by some ways. According to risk’s conception, the paper defines credit exposure. Commercial bank faces many kinds of risk in dealing with its business, and credit risk is one of the most, which is resulted by many causes. In our country, causes of commercial’s credit risk includes historical system factor, internal and external factor and new factor resulted by the course of development. Despite of the above various causes, characteristics of credit, recognition and measurement of credit risk, prevention and deal with it, and such system can lower risk and avoid the loss of asset of banks.
The branch of china construction bank in dali city at municipal level. compared with international advanced bank industry, wider gap exists between the two’s credit risk management. There are many problems in credit risk management of dali sub branch of the construction bank china such as unreasonableness of organization framework of credit risk management, shortage of number of credit persons with good quality, backwardness of means of credit risk management, unreasonableness of flow and policy of credit transaction and singleness of resolving method of credit risk. Under the present background in which china commercial bank exists, reconstruction of system of credit risk management of dali sub branch of the china construction bank should be based on its own characters and from five factors. Such a loan risk management system can reduce Non-performing loan and raise rate of asset returns.
