摘要
建設(shè)社會(huì)主義新農(nóng)村是黨在新時(shí)期全面解決“三農(nóng)”問(wèn)題所采取的一項(xiàng)戰(zhàn)略
決策，已成為我國(guó)建設(shè)全面小康社會(huì)過(guò)程中的一大歷史任務(wù)。新農(nóng)村建設(shè)是一項(xiàng)
系統(tǒng)工程，涉及農(nóng)村工作的方方面面，促進(jìn)億萬(wàn)農(nóng)民的徹底轉(zhuǎn)化，培育新型農(nóng)民
是其中的關(guān)鍵環(huán)節(jié)，因?yàn)檗r(nóng)民才是新農(nóng)村建設(shè)的主體，建設(shè)新農(nóng)村必須充分發(fā)揮
廣大農(nóng)民的主體作用。培育新型農(nóng)民不能只靠文化教育、職業(yè)教育來(lái)達(dá)成，加強(qiáng)
農(nóng)村思想政治教育工作，改變千百年來(lái)農(nóng)業(yè)社會(huì)所形成的固化落后的小農(nóng)意識(shí)與
傳統(tǒng)觀念在現(xiàn)時(shí)尤顯重要。因而研究新型農(nóng)民培育中的農(nóng)村思想政治教育問(wèn)題具
有重大的時(shí)代意義與理論價(jià)值。
本論文緊扣新型農(nóng)民培育中的農(nóng)村思想政治教育研究這一中心論題，對(duì)新型
農(nóng)民培育與農(nóng)村思想政治教育工作兩個(gè)方面展開(kāi)了必要的思考與分析，從而得出
下列認(rèn)識(shí)：第一，新型農(nóng)民培育是建設(shè)社會(huì)主義新農(nóng)村的根本要求，而培育新型
農(nóng)民則必然要加強(qiáng)農(nóng)村思想政治教育。第二，當(dāng)前新型農(nóng)民培育遭遇農(nóng)民固有思
想意識(shí)的消極影響，農(nóng)村思想政治教育工作存在諸多問(wèn)題，其原因也是復(fù)雜多樣
的，主要如工作機(jī)制不完善、工作隊(duì)伍建設(shè)薄弱、部分基層組織渙散等。第三，
要徹底轉(zhuǎn)變億萬(wàn)農(nóng)民的舊思想、舊觀念，必須創(chuàng)新并建立起著力于新型農(nóng)民培育
的農(nóng)村思想政治教育工作體系，分析研究新時(shí)期各種新情況對(duì)農(nóng)村思想政治教育
工作的影響，加強(qiáng)主體建設(shè)與制度建設(shè)，從而保證農(nóng)村思想政治教育工作的順利
開(kāi)展，促進(jìn)新型農(nóng)民培育和新農(nóng)村建設(shè)，推進(jìn)全面小康社會(huì)建設(shè)與社會(huì)主義和諧
社會(huì)建設(shè)。

ABSTRACT
To build the new countryside under the socialism is a comprehensive solution to
“issues of agriculture，rural development and rural esidents”in the new period for
the Party taken a strategic decision.It has become a major historic task in the process
of construction of all-round well-off society in China.The new rural construction is a
systematic project involving all aspects of rural work，of it the key link is to promote
the complete transformation of hundreds of millions of farmers，to cultivate
new-type farmers，because farmers are the mainstay of the new rural construction.It
is essential to fully exploit the mainstay role of the majority of farmers for building
the new countryside.Cultivating the new-type farmers can not rely solely on the
culture education and the vocational education to achieve.Today it is the most
important to strengthen the ideological and political education in the rural areas and to
change the petty-farmer mentality and traditional values formed by agricultural
society in thousands of years.Thus it is of great significance with the theories and the
times for the research on the rural ideological and political education in the new-type
farmers cultivation.
Aimed at the center subject of the research on the rural ideological and political
education in cultivating the new-type farmers，this paper is developed from rational
thinking and practical study about the two aspects of the new-type farmers cultivation
and the ideological and political education work，and it reaches the following
conclusions:Firstly，cultivating the new-type farmers is a fundamental requirement
for building the new countryside under the socialism and enhancing the rural
ideological and political education work is an inevitable requirement to cultivate the
new farmers.Secondly，at present the new-type farmers cultivation is being
encountered the negative impact from the inherent ideology.There are many problems
in the rural ideological and political education，and its causes are complex and varied.
For example，working mechanism is imperfect，team-building is weak，some
grass-roots organization is loose，etc.Thirdly，To thoroughly change the old
thinking and concepts of the millions of peasants，it is necessary to establish the
ideological and political education system which focused on cultivating new-type
farmers.Attention should be paid to analysis the impact on the rural ideological and
political education work in the new situation of the new era，and to strengthen the
main body construction and building of systems，in order to ensure the smooth
development of the rural ideological and political education，and to promote
new-type farmers cultivation，the new rural construction，the building of the
comprehensive well-off society and the building of the socialist harmonious society.
