我國(guó)軟件外包的發(fā)展對(duì)策

軟件外包是世界軟件產(chǎn)業(yè)發(fā)展的一個(gè)重要趨勢(shì)。軟件外包是一個(gè)新興的產(chǎn)業(yè)，具有巨大的市場(chǎng)發(fā)展?jié)摿?，我?guó)亟需借鑒印度經(jīng)驗(yàn)，迎頭趕上。目前，全球軟件外包市場(chǎng)集中在北美、西歐和日本等國(guó)家，外包承接方主要是印度、愛(ài)爾蘭、加拿大、以色列等國(guó)家的企業(yè)。其中，印度是全球最大的軟件外包承接國(guó)。我國(guó)屬于全球軟件外包市場(chǎng)的第二梯隊(duì)。想要獲得進(jìn)一步的發(fā)展，我國(guó)的軟件外包產(chǎn)業(yè)要制定全面而系統(tǒng)的發(fā)展對(duì)策，如政策支持力度、軟件人才、軟件開(kāi)發(fā)與軟件過(guò)程管理能力、軟件企業(yè)的規(guī)模與實(shí)力、自主品牌與核心技術(shù)、吸引外資的規(guī)模等。文章將通過(guò)事實(shí)說(shuō)明，圖表列舉，數(shù)據(jù)統(tǒng)計(jì)，理論分析等進(jìn)一步的闡述我國(guó)軟件外包產(chǎn)業(yè)的發(fā)展對(duì)策。

ABSTRACT

Nowadays the Software Outsourcing is an important trend of the software industry’s development all over the world. It’s an emerging industry with plenty of potential for the growth of its markets, which are now mainly located in North America, Western Europe, and Japan etc. At the same time, several countries, such as India, Ireland, Canada, and Israel, have been more advanced in the Software Outsourcing field, since their enterprises have been acting as the most Software Outsourcing subcontractors in the world. And among them, India is the biggest Software Outsourcing subcontracting country globally at present.
As for our country - China, we have set out later and currently only belong to the second echelon of the world’s Software Outsourcing markets. For the rapid development of the whole industry and consequently the whole country, it’s necessary for us to make great progress and catch up with the foregoing countries in the Software Outsourcing field. In order to fulfill so, we should on the one hand learn more useful experience from India, on the other hand put forward a comprehensive and systemic developing scheme on the aspects including the strength of policies support, the human resources in the software field, the capabilities of the software developing & software processing management, the scales and competence of the software enterprises, the independent brands & core technologies of our own, the mass of introducing the foreign investments and so on.
This paper will study on the synopsis outlined above and try to provide some constructive suggestions or solutions, based on an adequate amount of cases, facts, charts, statistics, theories and analyses, for the Software Outsourcing industry’s developing scheme of our country.
