摘 要
政府經(jīng)濟性規(guī)制作為政府干預(yù)經(jīng)濟的主要方式之一,對糾正市場失靈,推動國家的經(jīng)濟社會發(fā)展起著至關(guān)重要的作用。了解和掌握政府經(jīng)濟性規(guī)制的一般理論,如規(guī)制的形成和發(fā)展、規(guī)制的內(nèi)涵、規(guī)制的原因、規(guī)制的內(nèi)容和方式等,對有效進行政府經(jīng)濟性規(guī)制有著重要意義。政府經(jīng)濟性規(guī)制很大程度上源于市場失靈,但政府在矯正、克服市場失靈的同時,因為規(guī)制過度、政府信息的不完全性、規(guī)制者被被規(guī)制者俘虜?shù)仍?,又產(chǎn)生了規(guī)制成本高、規(guī)制效率低、規(guī)制腐敗等一系列規(guī)制失靈問題。所以,必須對經(jīng)濟性規(guī)制進行改革,適當放松規(guī)制,引入激勵性規(guī)制,推行民主化規(guī)制,加強法律保障,協(xié)調(diào)規(guī)制過程。就我國而言,一方面應(yīng)借鑒西方的理論成果和實踐經(jīng)驗;另一方面要正視我國國情,具體問題具體分析。

On the Economic Regulation of Government
Abstract
As one of the economical fundamental modes of government, economic regulation plays very important role to correct the market failures, develop the economic and society. Understanding and grasping the general theory of economic regulation, such as its formation and the development, its connotation, its reasons, its content and the ways and so on, has effective significance to promote the economic regulation. Economic regulation mainly cause of market failures, but during correcting and overcoming the market failures, economic regulation also has a series of failures, such as high cost, low efficiency, the corruption and so on. Because of regulating excessively, government information not completeness, regulatory capture and so on. Therefore, we must carry on reform to the economic regulation.....
