論醫(yī)療保險(xiǎn)和服務(wù)制度的可持續(xù)發(fā)展

摘要：醫(yī)療保險(xiǎn)和服務(wù)制度構(gòu)成了現(xiàn)代社會(huì)醫(yī)療制度，兩者密不可分，相互依賴，相互促進(jìn)，共同發(fā)展。我國(guó)醫(yī)療保險(xiǎn)和服務(wù)制度有一個(gè)共同的改革目標(biāo)：即“用比較低廉的費(fèi)用提供較優(yōu)質(zhì)的服務(wù)，努力滿足廣大人民群眾基本醫(yī)療服務(wù)的需要”。1995年以來(lái)，我國(guó)醫(yī)療制度改革取得了舉世矚目的成績(jī)，但醫(yī)療制度公平性差，人群覆蓋面小，醫(yī)療成本費(fèi)用居高不下，資源配置效率低，服務(wù)質(zhì)量不盡人意仍是個(gè)不爭(zhēng)的事實(shí)。根據(jù)世界衛(wèi)生組織對(duì) 191個(gè)國(guó)家醫(yī)療制度指標(biāo)評(píng)價(jià)，中國(guó)除了健康水平指標(biāo)和反應(yīng)性水平表現(xiàn)較好，而在籌資公平性方面名列倒數(shù)第四，總體醫(yī)療制度表現(xiàn)也僅排在第 141位。筆者認(rèn)為，要改變這種落后的局面，政府應(yīng)在醫(yī)療制度改革中重點(diǎn)改善醫(yī)療保險(xiǎn)與服務(wù)的公平性以及提高醫(yī)療服務(wù)的效率。
Summary:The medical treatment insurance constituted the modern social medical treatment system with the service system, inseparable both, depend on mutually, promote mutually, common development.The our country medical treatment insurance has a reformation for together target with the service system:Namely" provide the high-quality service with the cheap expenses, work hard to satisfy large people crowd the demand that basic medical treatment service".Since 1995, the our country medical treatment system reforms the whole world that obtained the score focuses attention, but the medical treatment system fair is bad, the crowd overlays small, the medical treatment cost expenses resides high not next, the resources installs the efficiency low, the service quantity do not do person's idea is still a fact for not 爭(zhēng) .Evaluate to 191 national medical treatments system index sign according to the World Health Organization, China is besides the health level index sign is better with the reaction level performance, and in the aspects of raising funds the fair a row counts down the fourth, the total medical treatment system performance also line up only in the 141.The writer thinks, toing changes situation that this kind of fall behind, government should in medical treatment system reform point improvement medical treatment insurance and the efficiency of the fair and increases medical treatment service that serve.
