析中國(guó)的社會(huì)福利政策模式

福利政策模式及其價(jià)值基礎(chǔ)是社會(huì)政策研究的經(jīng)典主題。本文從公民權(quán)理論的角度，將中國(guó)的福利政策模式概括為“單位─福利國(guó)家”模式，筆者認(rèn)為，“單位─福利國(guó)家”模式的價(jià)值基礎(chǔ)是形式公民權(quán)。本文運(yùn)用公民權(quán)和社會(huì)排擠的概念，分析“單位─福利國(guó)家”模式及其形式公民權(quán)價(jià)值基礎(chǔ)的基本成因、主要表現(xiàn)形式和負(fù)面社會(huì)影響，從而指出中國(guó)社會(huì)福利政策模式的轉(zhuǎn)型方向，以及這種轉(zhuǎn)型與重構(gòu)公民權(quán)身份的相互關(guān)系。
