[內(nèi)容摘要]：在目前電子政務研究領域最主要的兩個概念是——電子政務與電子政府。電子政務的重點在于“政務”，即政務的電子化；電子政府的重點則明確在于“政府”的電子化，意味著政府組織、結構相對于傳統(tǒng)政府體制的變革，甚至觸及整個政治體系的革新。把握兩個概念及其關系的關鍵在于兩者的范圍或發(fā)展的階段性。就我國實際而言，推廣電子政務實務和使用電子政務概念可能更具有現(xiàn)實意義。

【Abstract】: The most important tow concepts in the present E-government research area are the E-government and the electronic government. E-government's key point lies in “the government affairs”, namely government affairs' computerization; electronic government explicitly lies in “the government” with emphasis on the computerization, which means that the Official organization and structure are opposite in the traditional government system's transformation, even touches the entire political institution's innovation. There key to grasp these two concepts and their relations is their scopes or stages.
