摘 要

公文的上傳下達是我國各級政府和大型企事業(yè)單位中長期依賴的一種工作手段和重要工作內(nèi)容，傳統(tǒng)的公文交換方式主要采用郵遞和直接送達方式傳遞紅頭文件，但具有速度慢、易泄密、易丟失、成本高等不足，所以，現(xiàn)在已經(jīng)有許多政府機關和大型企事業(yè)單位采用了各種各樣的電子公文交換系統(tǒng)，實現(xiàn)公文傳遞的電子化和即時化，從而大大提高辦公效率。
本規(guī)范以及最終系統(tǒng)的實現(xiàn)都是基于深圳市政府辦公廳電子公文交換的需求的設計開發(fā)的。通過對Sax、Web Service、Reflection、CA以及異步引擎等關鍵技術的充分利用，較成功的解決了系統(tǒng)集成性、數(shù)據(jù)的安全保密性、電子印章與電子認證的統(tǒng)一以及良好的可擴展性與互聯(lián)性等問題。
本文首先將描述該規(guī)范的制定背景、設計思想、特色以及部分規(guī)范樣例，然后再描述該交換系統(tǒng)的功能特色、開發(fā)模式、系統(tǒng)結構以及關鍵技術。

The Design and Implementation for XML-based government Electronic Document Exchange System Specification

Abstract
In Governments at all levels in China and units of large enterprises, Upload documents and the issuance are long-term dependence on a working tool and important element of the work. The traditional official document exchanges a way to mainly adopt postal delivery with directly send to a way to deliver a red head a document, but have shortage of speed slowly and easily divulge a secret, easily throw to lose, cost too much and etc. So, there has been many electronics official documents that the governments and enterprises agencies used various each kind exchanging system now, carry out official document to deliver of electronically with immediately turn, thus greatly improved office efficiency. This instruction and ultimately systems are based on the achievement of the Office of the city government of Shenzhen exchange electronic documents for the needs of the design and development of. We get a more successful solution of system integration, data security and confidentiality, electronic seals and electronic authentication unity and good scalability and connectivity issues by Sax, Web Service, Reflection, CA and asynchronous engines and other key technologies fully utilized. This article will first describe the background of the formulation of the standards, design, features and some normative sample, and then describes the characteristics, development patterns, system architecture and key technologies of the exchange system.
