摘 要
職業(yè)健康安全管理體系是20世紀(jì)80年代后期在國(guó)際上興起的現(xiàn)代安全生產(chǎn)管理模式，它與ISO9000和ISO14000等標(biāo)準(zhǔn)體系一并被稱(chēng)為“后工業(yè)化時(shí)代的管理方法”。職業(yè)健康安全管理體系產(chǎn)生的主要原因是企業(yè)自身發(fā)展的要求。隨著企業(yè)規(guī)模擴(kuò)大和生產(chǎn)集約化程度的提高，對(duì)企業(yè)的質(zhì)量管理和經(jīng)營(yíng)模式提出了更高的要求。企業(yè)必須采用現(xiàn)代化的管理模式，使包括安全生產(chǎn)管理在內(nèi)的所有生產(chǎn)經(jīng)營(yíng)活動(dòng)科學(xué)化、規(guī)范化和法制化。職業(yè)健康安全管理體系引入中國(guó)也已有很多年，但普及程度還是遠(yuǎn)遠(yuǎn)不夠，很多企業(yè)的該管理體系漸漸流于形式，只是走過(guò)場(chǎng)。如何使該管理體系能夠適應(yīng)時(shí)代的變化，并且能真的發(fā)揮作用正是本文所要解決的問(wèn)題。本文查閱了大量的國(guó)內(nèi)外文獻(xiàn)資料，并對(duì)國(guó)內(nèi)工廠職業(yè)健康安全管理體系進(jìn)行了調(diào)研，設(shè)計(jì)了該職業(yè)健康安全管理體系信息平臺(tái)。
設(shè)計(jì)該職業(yè)健康安全管理體系信息平臺(tái)主要目的是為了幫助國(guó)內(nèi)企業(yè)更好的管理公司的安全、職業(yè)健康。還可以幫助政府很好的對(duì)企業(yè)進(jìn)行監(jiān)管；實(shí)現(xiàn)企業(yè)辦公的無(wú)紙化，為環(huán)保做出貢獻(xiàn)；還可以很好的幫助企業(yè)員工維護(hù)自己的權(quán)益。
本文主要從以下幾個(gè)方面展開(kāi)研究設(shè)計(jì)
（1）職業(yè)健康安全管理體系在現(xiàn)代企業(yè)運(yùn)行中存在的問(wèn)題。主要研究職業(yè)健康安全管理體系與現(xiàn)代企業(yè)的不適應(yīng)的地方。并加以分析提出相應(yīng)的改善措施及建議。
（2）以O(shè)HSAS18001體系為依據(jù)，分析了體系中各個(gè)指標(biāo)對(duì)應(yīng)企業(yè)中的實(shí)際狀況，劃分相應(yīng)的模塊并確定各個(gè)模塊的相應(yīng)功能。模塊主要?jiǎng)澐钟校悍结?、?jì)劃模塊；日常安全管理模塊；安全教育模塊；事故管理模塊；工傷管理模塊；職業(yè)健康管理模塊；應(yīng)急管理模塊；安全資料下載模塊。
（3）運(yùn)用B/S結(jié)構(gòu)，JSP編程語(yǔ)言等技術(shù)并結(jié)合工廠實(shí)際，設(shè)計(jì)了該職業(yè)健康安全管理體系信息化平臺(tái)。

Abstract

Occupational health and safety management system is the late 1980s modern safety production management mode in the world , it is referred to as "management methods of post-industrial era" together with ISO9000 and ISO14000 standard system .the main reason of Occupational health and safety management system to produce is that the demand for the development of enterprise. With the improvement of enterprise scale and intensive production level, the quality of enterprise management and the management pattern is put forward higher request.Enterprise must adopt modern management mode, and make all production and business operation activities, including production safety management scientific, standardization and legalization.Occupational health and safety management system is introduced into China for many years, but the popularity is still far from enough, many enterprises of the management system has become a mere formality, just go through the motions. How to make the management system can adapt to the changes of The Times, and can really play a role just what this article want to solve.In this article we refer to a large number of literature at home and abroad, and domestic factories occupational health and safety management system for the research and design the information platform of the occupational health and safety management system.
The design’s main purpose of the occupation safety and health management system information platform is to help domestic enterprises to management of the company better. It can also help the government supervise enterprises; paperless enterprise office, make a contribution to protecting the environment; also can help enterprises staff to maintain their own rights and interests.
This article mainly from the following several aspects launches the research design
(1)The existing problems of the occupational health and safety management system in modern enterprise’s operation. We mainly research the place occupational health and safety management system that modern enterprise don't adapt to .Analysis and put forward the corresponding improvement measures and Suggestions
(2)Analyze the various indicators in the system in the enterprise actual situation and divide the corresponding module and determine the corresponding functions of various modules based on OHSAS18001. Module is mainly divided into: policy, plan; Daily safety management; Safety education; Accident management; Inductrial injury management; The occupational health management; Emergency management; Safety data download.
(3)Design the occupational health and safety management system information platform using technology such as B/S structure, JSP programming language and combining the reality of the factory .
