摘要
弱勢(shì)群體是一個(gè)特殊的群體，他們中的大多數(shù)文化程度低，在市場(chǎng)經(jīng)濟(jì)的就業(yè)競(jìng)爭(zhēng)中處于劣勢(shì)；占有的社會(huì)資源少，社會(huì)權(quán)利缺失；抵抗社會(huì)風(fēng)險(xiǎn)的能力比較弱，處于社會(huì)的底層地位；組織化程度低，力量薄弱，利益表達(dá)的呼聲得不到相應(yīng)政府部門(mén)的重視。目前我國(guó)在弱勢(shì)群體利益表達(dá)的制度建設(shè)上的不完善，使得他們的利益表達(dá)沒(méi)有被納入相應(yīng)的制度渠道。得不到滿足的弱勢(shì)群體往往采用一些非常態(tài)的方式來(lái)表達(dá)自己的利益，造成群體性沖突事件的頻頻發(fā)生。這一社會(huì)不穩(wěn)定因素繼續(xù)發(fā)展而得不到有效的解決，勢(shì)必影響到社會(huì)穩(wěn)定，給國(guó)家的長(zhǎng)治久安帶來(lái)嚴(yán)重威脅。文章主要討論什么是利益表達(dá)及它在民主社會(huì)中的作用。分析弱勢(shì)群體形成的原因、特點(diǎn)，指出為什么目前弱勢(shì)群體的利益表達(dá)要得到特殊關(guān)注。并嘗試分析目前我國(guó)弱勢(shì)群體利益表達(dá)機(jī)制存在的問(wèn)題，以及怎樣建立和完善相應(yīng)的利益表達(dá)機(jī)制，把弱勢(shì)群體的利益表達(dá)納入體制內(nèi)軌道，保證社會(huì)穩(wěn)定和國(guó)家的長(zhǎng)治久安。

Abstract
The disadvantaged groups is a special colony, most of whom have low standard of culture, and are in inferior position in the employment competition of market economy; The social resources they occupied are few and their social right is lacked; Their ability to resist social risk is weaker and they are located in the position of ground floor of the society; Their organization intensity is low and strength is weak, the voice of their interests expression can not get the attention of the corresponding government department. At present, our country’s institutional construction of the disadvantaged groups’ interests expression is imperfect, which makes their interests expression cannot be brought into the corresponding system channel. The disadvantaged groups who cannot be satisfied often adopt some unnormal ways to express their own interests, causing the repeated happening of colony conflict incidents. If this social unstable factor continues developing and not getting effective solution , it will be abound to influence the social stability and seriously threaten the long and peaceful reign of the country . This paper mainly discusses what is interests expression and its role in democratic society; Analyze the reasons and characteristics that the disadvantaged groups form; point out why the interests expression of the disadvantaged groups should be given special concern at present. What’s more, this paper also try to analyze the problem existing in the interests expression mechanism of the disadvantaged groups of our country at present, and how to set up and improve corresponding interests expression mechanism; bring the interests expression of the disadvantaged groups into system track ; guarantee social stability and national long-term peacefulness.
