摘 要
市場雖然是解決效率問題的良好機(jī)制，卻無法回避市場失靈的問題，這就需要政府的干預(yù)，但又會(huì)出現(xiàn)政府失靈的問題。市場經(jīng)濟(jì)建設(shè)離不開政府治理，世界上市場經(jīng)濟(jì)最發(fā)達(dá)的國家（地區(qū)）也是政府干預(yù)最為成功的國家(地區(qū))。關(guān)鍵是要明晰政府和市場治理的邊界，該由市場調(diào)節(jié)的領(lǐng)域政府不應(yīng)當(dāng)“越位”或“錯(cuò)位”，而屬于政府職能的范疇，政府也不應(yīng)當(dāng)“缺位”。中國農(nóng)村在市場取代計(jì)劃的改革進(jìn)程中，政府放棄公社的政治和管理職能的同時(shí)，幾乎沒有建立相應(yīng)的機(jī)構(gòu)來代行某些職能，以至于在醫(yī)療保健、教育以及其他許多公共領(lǐng)域，政府職責(zé)面臨缺位?！笆晃濉币?guī)劃提出了“新農(nóng)村建設(shè)”戰(zhàn)略，正視了改革中的不足，抓住中國經(jīng)濟(jì)體制改革不斷深化的機(jī)遇，進(jìn)一步完善政府在農(nóng)村經(jīng)濟(jì)又好又快發(fā)展。

Abstract
market efficiency is to solve the problem of though good mechanism, but cannot avoid the market failure problems, this needs the government's intervention, but appeared again government failure problems.
