摘要
目前我國向xx農(nóng)場社保局征收的社會保險(xiǎn)統(tǒng)籌主要有：基本養(yǎng)老保險(xiǎn)、失業(yè)保險(xiǎn)、工傷保險(xiǎn)、生育保險(xiǎn)、基本醫(yī)療保險(xiǎn)等。xx農(nóng)場社保局對繳納的社會保險(xiǎn)統(tǒng)籌在會計(jì)核算處理方法上不盡一致，以及xx農(nóng)場社保局為職工繳納社會保險(xiǎn)統(tǒng)籌的稅務(wù)處理，也仍然存在很多分歧。
為了加強(qiáng)xx農(nóng)場社保局財(cái)務(wù)管理，維護(hù)xx農(nóng)場社保局所有者和職工的合法收益，xx農(nóng)場社保局按照《中華人民共和國勞動法》以及國家有關(guān)規(guī)定參加基本養(yǎng)老保險(xiǎn)、失業(yè)保險(xiǎn)、基本醫(yī)療保險(xiǎn)等社會保險(xiǎn)統(tǒng)籌，為職工繳納的除基本醫(yī)療保險(xiǎn)以外的社會保險(xiǎn)費(fèi)，作為勞動保險(xiǎn)費(fèi)列入成本（費(fèi)用），為職工繳納的基本醫(yī)療保險(xiǎn)費(fèi)，從應(yīng)付福利費(fèi)中列支。本文以預(yù)算編制的選擇為出發(fā)點(diǎn)，分別從預(yù)算機(jī)構(gòu)的設(shè)置、預(yù)算人員崗位責(zé)任制度、預(yù)算編制內(nèi)容設(shè)計(jì)對xx農(nóng)場預(yù)算編制制度進(jìn)行了設(shè)計(jì)，另外從事前控制、事中控制、事后控制對預(yù)算會計(jì)內(nèi)部控制制度進(jìn)行設(shè)計(jì)。

Abstract
