近年來,隨著信息通信技術(shù)的不斷突破,電子商務(wù)發(fā)展也進入了黃金時
期。電子商務(wù)是貫徹科學(xué)發(fā)展觀的客觀要求、轉(zhuǎn)變經(jīng)濟增長方式的重要途徑,
也是提高國民經(jīng)濟運行質(zhì)量和效率的動力。我國電子商務(wù)較以前有了長足的
發(fā)展。
然而,要使電子商務(wù)在我國正確發(fā)揮其機能,除了信息化的普及和國民
信息技能的提高外,誠信己成為制約電子商務(wù)發(fā)展的一個重大瓶頸。對于誠
信問題,大家更多地是談?wù)撾娮由虅?wù)企業(yè)的誠信,而對網(wǎng)上消費者的誠信問
題探討不多。其實,少數(shù)網(wǎng)上消費者的個人誠信問題同樣會成為阻礙電子商
務(wù)健康發(fā)展的一個重要因素。
網(wǎng)上消費者在電子商務(wù)活動中,如果發(fā)生非誠信行為,其表現(xiàn)形式主要
為不真實現(xiàn)象、不守信現(xiàn)象、不正當(dāng)競爭現(xiàn)象和危害電子商務(wù)安全現(xiàn)象。這
些非誠信行為的發(fā)生,既嚴重損害了其它網(wǎng)上消費者、電子商務(wù)企業(yè)和社會
團體的利益,也降低了我國網(wǎng)上消費者整體的市場經(jīng)濟道德水準(zhǔn),擾亂了正
常的電子商務(wù)市場經(jīng)濟秩序,降低了企業(yè)對消費者的信任度,在一定程度上
損害了網(wǎng)上消費者的聲譽和形象。
我國網(wǎng)上消費者個人誠信問題的產(chǎn)生并不是發(fā)展電子商務(wù)的必然產(chǎn)物,
而是有其深刻的根源,隨著電子商務(wù)的發(fā)展而得到彰顯。整個社會誠信危機
的大環(huán)境是其產(chǎn)生的社會根源,個人道德水準(zhǔn)的下滑是其產(chǎn)生的思想根源,
功利主義的不良推動是其產(chǎn)生的經(jīng)濟根源,電子商務(wù)的虛擬性和不安全性是
其產(chǎn)生的技術(shù)根源,相關(guān)法律制度的不健全是其產(chǎn)生的法律根源,交易雙方
信息的不對稱是其產(chǎn)生信息根源。
營造一個健康的電子商務(wù)環(huán)境需要多方面的協(xié)同努力,目前最緊迫的是
建立電子商務(wù)活動主體之間的誠信。網(wǎng)上消費者個人誠信的規(guī)范與健全,需
要我們認清網(wǎng)上消費者個人誠信問題的根源,采取切實的措施,在全社會(包
括網(wǎng)絡(luò)空間)大興誠信之風(fēng),加強倫理道德教育,增強網(wǎng)上消費者的誠信意
識,加快誠信管理立法步伐,完善個人誠信管理,促進電子商務(wù)交易雙方信
息對稱,確立雙贏合作關(guān)系,發(fā)展安全技術(shù),強化網(wǎng)絡(luò)安全管理。通過道德
的、法律的、制度的、技術(shù)的手段,最終提高網(wǎng)上消費者的誠信度。
