摘 要
安全、環(huán)境、健康工作是工程項(xiàng)目中永恒的主題，而且HSE體系是國(guó)際公認(rèn)先進(jìn)標(biāo)準(zhǔn)，是社會(huì)化大生產(chǎn)中智慧的結(jié)晶，是一項(xiàng)全員、全過(guò)程、全方位的系統(tǒng)工程。為此，推行HSE、普及HSE、落實(shí)HSE已成為保障工程項(xiàng)目順利進(jìn)行的有效手段和途徑。作為工程項(xiàng)目，由于自身流動(dòng)作業(yè)、野外作業(yè)、高空作業(yè)、交叉作業(yè)、動(dòng)火作業(yè)、接觸有毒、有害物質(zhì)較多等突出特點(diǎn)，更應(yīng)重視HSE。在工程項(xiàng)目施工中，時(shí)常因未能及時(shí)發(fā)現(xiàn)和消除潛在的隱患，導(dǎo)致接二連三地事故頻繁發(fā)生，給國(guó)家財(cái)產(chǎn)、人身安全和環(huán)境帶來(lái)了嚴(yán)重的損失和沉痛的創(chuàng)傷。對(duì)此，應(yīng)針對(duì)工程項(xiàng)目的特點(diǎn)，編制項(xiàng)目HSE實(shí)施程序，并在施工過(guò)程中嚴(yán)格執(zhí)行，進(jìn)一步提高全體員素質(zhì)。針對(duì)工程項(xiàng)目建立和實(shí)施HSE實(shí)施程序過(guò)程中應(yīng)注意的問(wèn)題和遵循的程序進(jìn)行了簡(jiǎn)單的探討，并實(shí)現(xiàn)HSE實(shí)施程序持續(xù)改進(jìn)。同時(shí)，通過(guò)開(kāi)展HSE培訓(xùn)，實(shí)施評(píng)價(jià)和風(fēng)險(xiǎn)分析，落實(shí)HSE實(shí)施程序，加強(qiáng)現(xiàn)場(chǎng)環(huán)保工作，促進(jìn)環(huán)保工作的開(kāi)展。

Abstract
Safety, the environment and health projects is an eternal theme, but HSE system is an internationally recognized standards; it is a result of social production; it is a all-encompassing project. Therefore, in order to secure the completeness of one project, we need to the implement HSE throughout the process of the project. As a project, because of its mobile operations, field operations, and high-altitude operations, cross operation, pump operations, and possibility of exposure to toxic, substances, we need to emphasize HSE. During the Construction of the project, people often fail to discover and eliminate potential pitfalls, resulting high possibility of accidents and a considerable amount of losses. Therefore, we should consider how to implement HSE according characteristics of each specific project. During the construction process, we should strictly enforce process constituted. We should pay attention on continual improvement on the process of HSE. Meanwhile, we should further improve the procedures HSE through training, eva luation and risk analysis, and strengthen the responsibility of environmental protection.
