摘要

本文分析了目前黑龍江省城鎮(zhèn)建設(shè)的現(xiàn)狀和績效，以及我省當(dāng)前小城鎮(zhèn)建設(shè)存在的主要問題：城鎮(zhèn)規(guī)模和質(zhì)量偏低，城鎮(zhèn)可用財(cái)力有限，城鎮(zhèn)規(guī)劃布局水平低，土地資源閑置浪費(fèi)，現(xiàn)行戶籍政策抑制經(jīng)濟(jì)發(fā)展。針對(duì)這些問題研究了我省發(fā)展農(nóng)村城鎮(zhèn)化的基本途徑：充分發(fā)揮政府推動(dòng)與市場機(jī)制的作用，搞好城鎮(zhèn)化體系的合理布局和發(fā)展規(guī)劃。農(nóng)村城鎮(zhèn)化建設(shè)要注重產(chǎn)業(yè)升級(jí)和功能升級(jí)，發(fā)揮地區(qū)優(yōu)勢與突出特色相結(jié)合，小城鎮(zhèn)戶籍制度的創(chuàng)新。目前推進(jìn)城鎮(zhèn)化進(jìn)程是解決"三農(nóng)"問題,全面建設(shè)小康社會(huì)的關(guān)鍵所在。城鎮(zhèn)化的核心是人口就業(yè)結(jié)構(gòu)、經(jīng)濟(jì)產(chǎn)業(yè)結(jié)構(gòu)的轉(zhuǎn)化過程和城鄉(xiāng)空間社區(qū)結(jié)構(gòu)的變遷過程。城鎮(zhèn)化的本質(zhì)特征主要體現(xiàn)在三個(gè)方面：一是農(nóng)村人口在空間上的轉(zhuǎn)換；二是非農(nóng)產(chǎn)業(yè)向城鎮(zhèn)聚集；三是農(nóng)業(yè)勞動(dòng)力向非農(nóng)業(yè)勞動(dòng)力轉(zhuǎn)移。城鎮(zhèn)化作為一種社會(huì)歷史現(xiàn)象，既是物質(zhì)文明進(jìn)步的體現(xiàn)，也是精神文明前進(jìn)的動(dòng)力。城鎮(zhèn)化作為一種歷史過程，不僅是一個(gè)城鎮(zhèn)數(shù)量與規(guī)模擴(kuò)大的過程，同時(shí)也是一種城鎮(zhèn)結(jié)構(gòu)和功能轉(zhuǎn)變的過程。

The study on the develop of countryside's citification in HeiLongjiang province
Abstract
This text analyzed the present condition and results of the town construction of HeiLongjiang province currently, and the key problem exists in current small town construction of our province: The town scale and quantities are low, the financial power the town can use is limited, the level of the town programming layout is low, the resources of the land idle waste, the current household register policy represses the economic development. Aiming at solve these problems, the basic path that develops countryside's citification in our province is researched: Fully exert the function of government push and the market mechanism, make reasonable layout and development programming of the citification system well. The countryside's citification construction should pay attention to the industrial upgrading and functional upgrading, combine region advantage and outstanding features together, and innovate the small town household register system. At present, pushing forward the progress of citification is the key to resolve“three agricultures” problem and construct overall middle-class family society. The core of citification is the conversion process of the population employment structure and economic industrial structure, and the change process of the city country space community structures. The essence characteristic is presented in main three aspects: Firstly, the conversion of village population in the space; Secondly, non-agriculture industries come together toward town; Thirdly, the agriculture labor force transfer toward the non- agriculture labor force. As a social history phenomenon, Citification is a progressive body of the material civilization, also the motive that the spiritual civilization goes forward. As a history process, civilization not only is the process of a town quantity and the scale extension, but also is the process of a kind of town structure and the function change.
