摘 要

在土木工程項目管理中，施工組織設(shè)計是一個重要的、必不可缺的項目管理手段。在工程設(shè)計和施工各個階段，必須編制相應(yīng)的施工組織設(shè)計文件，即深度、內(nèi)容又粗到細的“施工方案”、“修正施工方案”、“施工組織計劃”、“施工組織設(shè)計”。在施工階段，由施工單位來編制實施性施工組織設(shè)計，此時施工圖設(shè)計已獲批準，所有施工原則和總方案已定，施工條件明確，這一階段的施工組織設(shè)計十分具體，對各分項工程、各工序和各施工隊都要進行施工進度的日程安排和具體操作的設(shè)計。本文將用一個石拂溝大橋施工實例，從施工單位的角度編制施工階段的工程總體施工組織設(shè)計文件，來闡明編制土木工程施工組織設(shè)計的任務(wù)、內(nèi)容、方法和要求。編制施工組織設(shè)計是一名從事土木工程專業(yè)技術(shù)工作人員必須掌握的基礎(chǔ)技能，能將大學(xué)所學(xué)的較多專業(yè)知識進行系統(tǒng)科學(xué)的回顧和整理。
大橋施工組織設(shè)計是研究公路基本建設(shè)過程中眾多要素的合理組織與安排的科學(xué)。具體一些來說，公路施工組織設(shè)計就是統(tǒng)籌考慮整個施工過程。即對人力、材料、機械、資金、施工方法、施工現(xiàn)場（空間）等主要要素，根據(jù)其所處的環(huán)境、自然條件、施工工期等進行合理的組織、安排，使之有條不紊，以實現(xiàn)有計劃、有組織、均衡地施工，使其達到工期上盡可能短，質(zhì)量上盡量精度高、資金上盡量省，成本上盡量低。
經(jīng)過認真閱讀現(xiàn)有圖紙，仔細查看現(xiàn)場，結(jié)合本公司實力和修建同類工程獨特的管理經(jīng)驗，施工優(yōu)勢，本著“簡潔扼要，說明問題”的原則，對本合同段涉及的施工內(nèi)容，結(jié)合招標(biāo)文件的相關(guān)要求，進行合理計劃，組織安排。
