轉(zhuǎn)型時期中國城市社區(qū)治理模式理論探討

摘要
本文通過借鑒國外社區(qū)管理經(jīng)驗，結(jié)合行政學(xué)和社會學(xué)的相關(guān)理論，把我國各地社區(qū)試驗中出現(xiàn)的類型分為兩種：一種是加強基層行政權(quán)力的社區(qū)行政模式，一種是加強社區(qū)居民自治模式。通過分析這兩種模式的利弊，指出社區(qū)行政模式向社區(qū)自治模式的轉(zhuǎn)變符合社區(qū)發(fā)展的內(nèi)在要求。但是由于我國的傳統(tǒng)使得單純強調(diào)自治并不現(xiàn)實。進而運用政治學(xué)中的治理理論提出社區(qū)行政模式，通過分析社區(qū)行政、社區(qū)自治與社區(qū)治理三者的特征與關(guān)系，得出社區(qū)治理模式是我國轉(zhuǎn)型時期城市社區(qū)改革的理想模式。而后以蘇州工業(yè)園區(qū)湖西社區(qū)為個案，分析社區(qū)治理的實現(xiàn)條件及存在的問題，指出社區(qū)治理的實現(xiàn)是一個長期漸進的過程，在其他治理力量成長的過程中，政府仍處于絕對優(yōu)勢地位。

A study on the governance model in china urban community during the transformation period
Abstract
This paper focuses on studying an ideal model for the domestic community reformation in the transformation time. First, compared with the abroad practice, this paper analyzes the functions and effects of the working two models, community administration theory and community theory. Then with the theory of the governance, it seems that community governance model is more practical and can be taken as an ideal model in theory. After that, by applying the community governance model into a community in Suzhou Industrial Park as a case study, the author try to find out the factors in the actualization of this ideal model.
