突發(fā)環(huán)境污染事故應(yīng)急監(jiān)測(cè)技術(shù)讀書報(bào)告

摘要：隨著經(jīng)濟(jì)的快速發(fā)展，我國(guó)已進(jìn)入產(chǎn)業(yè)結(jié)構(gòu)的轉(zhuǎn)型期和環(huán)境污染事故的高發(fā)期，國(guó)外在工業(yè)化以來(lái)幾百年來(lái)逐步顯現(xiàn)的環(huán)境問(wèn)題，國(guó)內(nèi)在幾十年內(nèi)就集中出現(xiàn)，這給我國(guó)的環(huán)境安全造成了極大的威脅。為此，國(guó)務(wù)院和各級(jí)政府專門制定了突發(fā)環(huán)境事件應(yīng)急預(yù)案，要求環(huán)境監(jiān)測(cè)機(jī)構(gòu)對(duì)突發(fā)環(huán)境事件要迅速作出響應(yīng)，確定環(huán)境污染的種類、程度、范圍和污染物的變化趨勢(shì)，為突發(fā)環(huán)境事件應(yīng)急決策和處置提供依據(jù)。本文就著重分析了突發(fā)性污染事故應(yīng)急監(jiān)測(cè)的內(nèi)容及方法研究，提出對(duì)不同類型的突發(fā)性環(huán)境污染事故應(yīng)采用的應(yīng)急監(jiān)測(cè)方法，我國(guó)環(huán)境監(jiān)測(cè)技術(shù)現(xiàn)狀。

Abstract：With the rapid development of economy, our country has entered the transition of industrial structure and environmental pollution accident season, in industrialized abroad for hundreds of years since environmental problems gradually appear, the domestic concentrated in a few decades, it caused great threat to our country's environment security.For this, and governments at all levels of the state council formulated the emergency environmental accidents emergency plan, required environmental monitoring mechanism to abrupt environment affairs to respond quickly, determine the types of environmental pollution, the degree, the scope and the change trend of pollutants, provide the basis for decision-making and disposal of the emergency environmental accidents.This paper analyzed the contents and the methods of the sudden pollution accident emergency monitoring research, put forward for different types of sudden environmental pollution accident emergency monitoring method should be adopted, environmental monitoring technology in our country.
