眾所周知，中國是農(nóng)產(chǎn)品的生產(chǎn)大國和出口大國。隨著中國加入WTO以來，關(guān)稅和市場準入方面世界各國對中國的限制逐步放松，中國出口農(nóng)產(chǎn)品所碰到的傳統(tǒng)關(guān)稅壁壘門檻也逐步降低了，使得中國農(nóng)產(chǎn)品貿(mào)易不斷增長。但近年來，有些發(fā)達國家和地區(qū)為了保護自身的產(chǎn)業(yè)和市場，以安全、衛(wèi)生和環(huán)保標準為主要內(nèi)容實行綠色貿(mào)易壁壘政策，對中國農(nóng)產(chǎn)品的出口設(shè)置障礙。另一方面，中國農(nóng)產(chǎn)品生產(chǎn)者和加工者素質(zhì)不高、農(nóng)業(yè)外貿(mào)體制不完善等原因，也致使中國農(nóng)產(chǎn)品出口企業(yè)不斷遭遇發(fā)達國家的綠色貿(mào)易壁壘。這些貿(mào)易壁壘給中國出口創(chuàng)匯帶來了巨大的損失，對中國經(jīng)濟建設(shè)造成了巨大的影響。因此，積極探索綠色貿(mào)易壁壘對中國農(nóng)產(chǎn)品出口的影響，結(jié)合中國國情的客觀現(xiàn)狀，以提高中國農(nóng)產(chǎn)品質(zhì)量和國際競爭力為出發(fā)點，為農(nóng)產(chǎn)品出口找到一些行之有效的打破綠色貿(mào)易壁壘的方法和措施，對中國農(nóng)產(chǎn)品對外貿(mào)易的發(fā)展具有重要的現(xiàn)實意義。
It is well known, China is the agricultural product production power and the export powerhouse. Has joined WTO since along with our country, the customs duty and market access aspect various countries the limit relax gradually to China, our country exports the tradition tariff barrier threshold which the agricultural product bumps into also gradually to reduce, enables our country agricultural product trade to grow unceasingly. But in recent years, some developed countries and area to protect own industry and the market, take the security, the health and the environmental protection standard implements the green trade protectionism policy as the primary coverage, to our country agricultural product export obstacles established. On the other hand, our country agricultural product producer and processor quality not high, agricultural foreign trade system imperfect and so on reasons, also causes our country agricultural product Export enterprise to encounter the developed country unceasingly the green trade protectionism. These trade protectionism exported obtaining foreign exchange for our country to bring the massive loss, has had the huge influence to our country economic development. Therefore, explores the green trade protectionism positively to the Chinese agricultural product export influence, unifies our country national condition the objective present situation, take improves our country agricultural product quality and the international competitiveness as the starting point, found for the agricultural product export some effective breaks the green trade protectionism the method and the measure, had the vital practical significance to our country agricultural product foreign trade's development.
