摘要
農(nóng)村城鎮(zhèn)化是我國(guó)解決“三農(nóng)”問(wèn)題、推進(jìn)城鄉(xiāng)一體化戰(zhàn)略、實(shí)現(xiàn)農(nóng)村現(xiàn)代化，以及我國(guó)經(jīng)濟(jì)和社會(huì)持續(xù)協(xié)調(diào)發(fā)展的必經(jīng)之路。因此，為了又好又快的推進(jìn)農(nóng)村城鎮(zhèn)化、提高農(nóng)民的生活質(zhì)量，積極探索農(nóng)村城鎮(zhèn)化發(fā)展的途徑和措施是很重要的。
本文在闡釋農(nóng)村城鎮(zhèn)化的概念、特征及相關(guān)理論的基礎(chǔ)上，聯(lián)系甘肅省天水市經(jīng)濟(jì)發(fā)展和城鎮(zhèn)化現(xiàn)狀，通過(guò)對(duì)天水市農(nóng)村城鎮(zhèn)化建設(shè)進(jìn)行認(rèn)真分析，總結(jié)出該市在建設(shè)過(guò)程中人民思想觀念落后、資金短缺、城鄉(xiāng)規(guī)劃不合理、相關(guān)政策體制不完善等問(wèn)題，在把握國(guó)家關(guān)于推進(jìn)農(nóng)村城鎮(zhèn)化的政策的基礎(chǔ)上，根據(jù)天水市的自然環(huán)境和人文環(huán)境的基本情況，從科學(xué)規(guī)劃城鄉(xiāng)發(fā)展、提高人民整體素質(zhì)、推進(jìn)文化和政策體制創(chuàng)新、強(qiáng)化特色產(chǎn)業(yè)及注重經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境相協(xié)調(diào)等方面提出建議，以實(shí)現(xiàn)天水市農(nóng)村城鎮(zhèn)化建設(shè)。

Abstract
Rural urbanization is to solve the "three rural" problems, promote urban integration strategy, realize the modernization of the countryside, also is the only way which must be passed for the coordinated and sustainable development of the China's economic and social. Therefore, in order to better promote the rural urbanization, improve the quality of life of farmers, and actively explore ways and measures of the development of rural urbanization is very important.
This article set out on the basis of the description of the concept of the rural urbanization, characteristics and the relevant theories, contact the present situation of the economic development and urbanization of Tianshui City, Gansu Province, seriously analysis the rural urbanization of Tianshui, finally summarize some problems about people's backward ideas, the shortage of funds, the urban and rural planning is not reasonable, relevant policy system is not perfect in the construction process. On the basis of grasping the state’s policy of the china’ urbanization, According to the basic situation of Tianshui’ natural environment and the humanities environment, the article gets some advices from the scientific planning of urban and rural development, improve people's overall quality, promote the culture and policy system innovation, strengthen the industry characteristics, and pay attention to the harmony of economic development and ecological environment, to realize the rural urbanization of Tianshui.
