摘要：面臨快速發(fā)展的信息時(shí)代，城市的發(fā)展也不可避免地與信息化的發(fā)展交融在一起，形成了城市發(fā)展的新模式——智慧城市。
本文主要分析智慧城市發(fā)展的現(xiàn)狀、區(qū)域特點(diǎn)，基于城市“智慧化”發(fā)展理念，統(tǒng)籌考慮城市信息化水平、綜合競(jìng)爭(zhēng)力、綠色低碳、人文科技等方面的因素，構(gòu)建了智慧城市評(píng)價(jià)指標(biāo)體系。并對(duì)江蘇省常州市的智慧城市建設(shè)成果進(jìn)行量化計(jì)算、科學(xué)評(píng)測(cè)，通過(guò)其與選定的其他樣本城市之間的對(duì)比，較為準(zhǔn)確的衡量和反映其智慧城市建設(shè)的主要進(jìn)度和發(fā)展水平，從而提出具有針對(duì)性的發(fā)展思路和措施。
建設(shè)智慧城市評(píng)價(jià)指標(biāo)體系具有重要的社會(huì)意義，一套科學(xué)系統(tǒng)的評(píng)價(jià)指標(biāo)能夠?qū)χ腔鄢鞘械慕ㄔO(shè)起到引領(lǐng)、監(jiān)測(cè)指導(dǎo)、量化評(píng)估等作用。智慧城市評(píng)價(jià)指標(biāo)體系是智慧城市建設(shè)的行動(dòng)指南，同時(shí)能夠檢驗(yàn)智慧城市的建設(shè)成果，這對(duì)進(jìn)一步提升城市競(jìng)爭(zhēng)力、促進(jìn)經(jīng)濟(jì)社會(huì)轉(zhuǎn)型發(fā)展具有一定的理論和現(xiàn)實(shí)意義。

Research on eva luation System and the Empirical of Smart City
Abstract：Faced with the rapid development of the information age, urban development inevitably blend with the development of information together to form a new model of urban development - smart city.
This paper analyzes the status quo wisdom of urban development, regional characteristics, based on the city "smart" development philosophy, and consider urban informatization level, competitive factors, green carbon, humanities and science and technology to build the wisdom of an eva luation system . And smart city construction achievements of Changzhou City, Jiangsu Province quantify computing, scientific eva luation, by comparing it with other samples selected between cities, more accurate measure and reflect the progress and development of their intellectual level major urban construction, thus proposed the development of ideas and targeted measures.
Constructing wisdom eva luation system has important social significance, a scientific eva luation system for smart cities can play a leading construction, monitoring guidance, quantitative assessment of effects. Wisdom eva luation system is a guide to action smart city construction, while able to test the results of the wisdom of building the city, which has a certain theoretical and practical significance for further enhancing competitiveness, promoting economic and social transformation and development.
