摘 要
隨著科技進步和社會的飛速發(fā)展，為了減少意外事故，保障安全、健康的生產條件和作業(yè)環(huán)境，世界各國均對安全科學展開了研究并且取得了很多成果，但是安全科學的很多基礎問題仍有待研究、解決。論文回顧了安全科學的基本概念，探討分析這些已有定義的某些局限性，從系統(tǒng)角度重新理解這些概念，澄清對它們的模糊認識。通過文獻調查法和經驗總結法，回顧并評述了幾種經典的事故致因理論，并且探討了幾個現代的事故致因理論，在此基礎上，總結出事故致因理論達成的幾點共識，從而展望事故致因理論的發(fā)展趨勢。此外，還介紹了安全科學原理及原則等內容，通過探討原理及原則的內涵、分類等是否合理，以及結合現代企業(yè)特點和人類需求，把安全管理的眾多原理歸納為“系統(tǒng)原理、人本原理、預防原理、強制原理和責任原理” 等五個一級原理；將安全管理的“激勵原則”調整為“獎懲并行原則”；將事故處理“四不放過”原則調整為“五不放過”原則等。希望通過對安全科學的基本概念、事故致因理論、安全科學原理和原則等內容的進一步探討和分析，能有助于順利開展安全科學的研究和探索安全科學的發(fā)展趨勢。

ABSTRACT
With the rapid development of science and technology and society, in order to reduce accidents and ensure safety, health production conditions and working environment, many countries in the world have made researched on the safety science and has made many achievements, but many basic problems of safety science are still to be researched and solved. The paper reviews basic concepts of safety science and discusses some of the limitations of these concepts which have been defined, understands these concepts again from a system perspective to clarify their vague understandings. Through literature survey method and experience summary method, it reviews and comments some classic accident causing theories, and discusses several contemporary accident causing theories. On this basis, the paper sums up some consensus on the accident causing theories, thus outlook accident causation theories trend of development. In addition, it also introduces some principles of safety science, by discussing the rationality of their connotation of classification and combing with of modern enterprise characteristics and human needs, many principles of safety management are summarized as five first principles: the system principle, the principle of humanism, prevention principle, the compulsory principle and responsibility principle. And incentive principle of safety management was changed to the principle of reward and punishment in parallel; the principle of accident treatment “four does not let off” is adjusted to the “five no” principle. Hope that through the further analysis and study on the basic concepts of safety science, the accident causation theories and the principles of safety science, it can help to develop researches of safety science smoothly and explore the development trend of safety science.
