摘要 十八大報告中明確指出，要整合城鄉(xiāng)居民基本醫(yī)療保險制度，全面建設覆蓋城鄉(xiāng)居民的社會保障體系。按照政府的指示，各地都進行了醫(yī)療保險城鄉(xiāng)統(tǒng)籌的實踐。截至2013年3月，全國有六個省級行政區(qū)和30多個地（市）行政區(qū)，150多個縣（市、區(qū)）實行了城鄉(xiāng)居民基本醫(yī)療保險的一體化，為接下來的醫(yī)療保險城鄉(xiāng)統(tǒng)籌工作提供了有益的經(jīng)驗和豐富的借鑒意義。
本文主要運用文獻研究法和比較研究法，通過對我國醫(yī)療保險城鄉(xiāng)統(tǒng)籌的現(xiàn)狀進行分析，歸納其中產(chǎn)生的問題并對產(chǎn)生問題的原因進行思考分析。通過查閱和研究文獻和資料，從中找出解決問題的辦法，提出相關(guān)建議和意見。主要分五章對醫(yī)療保險城鄉(xiāng)統(tǒng)籌問題進行研究。第一章主要闡述研究背景、研究目的和研究意義，以及國內(nèi)外研究綜述。第二章介紹基本概念和相關(guān)理論。第三章介紹我國醫(yī)療保險城鄉(xiāng)統(tǒng)籌的現(xiàn)狀、存在的問題以及原因分析。第四章列舉天津市和無錫市兩地的城鄉(xiāng)醫(yī)保統(tǒng)籌發(fā)展的實踐，并總結(jié)從中獲得的借鑒意義。第五章針對城鄉(xiāng)醫(yī)保統(tǒng)籌過程中出現(xiàn)的問題，提出對策建議。希望我國能盡早實現(xiàn)醫(yī)療保險城鄉(xiāng)一體化，實現(xiàn)到2020年人人享有基本醫(yī)療保障的偉大目標。

Research on The Integration of Urban-rural Medical Insurance System
Abstract The report of the 18th CPC National Congress definitely points out, our country should comprehensively finish the construction of social security system which universally covers all fo the urban and rural residents. On the instructions of the government, each areas practise a lot on the integration of urban-rural medical insurance. As of march 2013, there are six provinces and more than 30 cities,150 counties had implemented the integration of urban-rural medical insurance, providing useful experience and abundant reference for the next work of the integration of urban-rural medical insurance.
This paper mainly uses the literature research method and comparative research method, by analyzing the status of the urban and rural medical insurance in China, find out what the problem is and analyse the causes of the problem. Based on data and literature references, I want to find a solution to the problem and give suggestions. This paper has four chapters. The first chapter mainly explains the background, purpose and significance of the research. The second chapter is the basic concepts and related theories. The third chapter introduces the status and the problem of the urban and rural medical insurance. The fourth chapter lists the practice of urban-rural medical insurance in Tianjin city and Wuxi city and then points out the reference meanings. The fifth chapters propose the conclusion and the suggestion. We hope that our country can realize the integration of urban-rural medical insurance as soon as possible, to achieve the great goal that all people will enjoy basic medical and health services by 2020
