技術(shù)貿(mào)易壁壘的影響及對(duì)策研究--以溫州打火機(jī)出口為例

摘要：隨著關(guān)稅壁壘和傳統(tǒng)非關(guān)稅壁壘在國(guó)際貿(mào)易中的地位逐漸削弱，技術(shù)貿(mào)易壁壘作為一種新型的非關(guān)稅壁壘已經(jīng)成為貿(mào)易保護(hù)主義的重要工具，也正成為經(jīng)濟(jì)學(xué)界研究的重要課題。本文通過(guò)對(duì)技術(shù)貿(mào)易壁壘的概述，分析了其主要構(gòu)成及特點(diǎn)，并就其對(duì)溫州打火機(jī)出口所帶來(lái)的影響做了詳細(xì)的調(diào)查和描述，在已有的分析的基礎(chǔ)上總結(jié)出了溫州打火機(jī)出口企業(yè)遭遇技術(shù)貿(mào)易壁壘的原因。通過(guò)對(duì)技術(shù)貿(mào)易壁壘給溫州打火機(jī)出口帶來(lái)的反思和啟示的深入研究，最終得出了溫州打火機(jī)出口企業(yè)擺脫技術(shù)貿(mào)易壁壘困境所應(yīng)采取的措施及政策。

Abstract：As the position of tariff barrier and traditional non-tariff trade barriers in international trade is weakened gradually, the technical barrier to trade has already become the important tool of trade protectionism as a kind of new-type non-tariff trade barriers and also become the important subject what the economic educational circles are being studied. This text analyzes the main composition and Characteristics of technical barrier to trade on the basis of the summary of technical barrier to trade and has done detailed investigation and description on the influence of export of lighter in Wenzhou which is brought by technical barrier to trade. And this text also summarizes the reason that the lighter export enterprises in Wenzhou encounters from the technical barrier to trade on the basis of existing analysis. Through the further studies on introspection that the technical barrier to trade brings to export of lighter in Wenzhou and the investigation of enlightenment, this text finally gets the measure and policy what should be taken to help the lighter export enterprises to break away from the predicament of technical barrier to trade.
