摘 要
本系統(tǒng)即個人所得稅代扣代繳系統(tǒng)包括扣繳義務(wù)人端和稅務(wù)端兩部分。其中扣繳義務(wù)人端由本次單獨(dú)開發(fā)，而稅務(wù)端在大征管系統(tǒng)中統(tǒng)一解決開發(fā)。個人所得稅代扣代繳系統(tǒng)(扣繳義務(wù)人端)主要包括：基礎(chǔ)信息登記管理、工資薪金管理(為小企業(yè)提供工資管理軟件)、《支付收入明細(xì)表》、《扣繳個人所得稅報(bào)告表》、申報(bào)、打印代扣代繳稅款憑證、扣繳義務(wù)人統(tǒng)計(jì)查詢、輔助工具。
本系統(tǒng)以先進(jìn)的計(jì)算機(jī)和網(wǎng)絡(luò)技術(shù)，不僅完善和加強(qiáng)了個人所得稅的征管，還為扣繳義務(wù)人提供方便快捷的計(jì)稅報(bào)稅工具，為稅務(wù)機(jī)關(guān)提供全面準(zhǔn)確地基礎(chǔ)數(shù)據(jù)資料，促進(jìn)了個人所得稅科學(xué)化、精細(xì)化的管理，提高了個人所得稅征收管理質(zhì)量和效率，完善了個人所得稅征管信息化建設(shè)；同時也大大減少了個人所得稅的流失，為國家稅務(wù)事業(yè)做出貢獻(xiàn)。
本文介紹了個人所得稅代扣代繳系統(tǒng)的社會需求、開發(fā)背景、需求分析、實(shí)現(xiàn)設(shè)想、總體設(shè)計(jì)、詳細(xì)設(shè)計(jì)、系統(tǒng)實(shí)現(xiàn)、系統(tǒng)測試和安裝程序的制作，本個人所得稅代扣代繳系統(tǒng)采用了數(shù)據(jù)層、業(yè)務(wù)層和顯示層邏輯上獨(dú)立的三層企業(yè)架構(gòu)，并且采用了各級獨(dú)占的數(shù)據(jù)庫使用模式，使得整個系統(tǒng)得邏輯清晰，模塊劃分明朗，功能實(shí)現(xiàn)順利。SQL2000+Delphi 7.0設(shè)計(jì)。

Abstract

In this thesis, social demand, the development background and the realization significance are specified first. Then design and implementation of the target system are illustrated with emphasis. In the part of system design, the whole scheme is proposed for the system realization target, the realization mentality and the system analysis; in particular, the function design and the database design of the system are depicted in detail. In the part of system implementation, methods are introduced about how to implement each module of the system. Finally, problems in testing the system and installation procedure of the system are presented.
