摘 要：根據(jù)《國(guó)務(wù)院辦公廳轉(zhuǎn)發(fā)國(guó)務(wù)院國(guó)有資產(chǎn)監(jiān)督管理委員會(huì)關(guān)于規(guī)范國(guó)有改制工作意見的通知》（國(guó)辦發(fā)[2003]96號(hào)）有關(guān)規(guī)定，國(guó)有企業(yè)在改制前，首先應(yīng)進(jìn)行清產(chǎn)核資。本人參與了哈爾濱市道里區(qū)國(guó)有中小企業(yè)的清產(chǎn)核資工作。本文針對(duì)目前國(guó)有中小企業(yè)的現(xiàn)狀，根據(jù)清產(chǎn)核資專項(xiàng)審計(jì)的特點(diǎn)，全面摸清國(guó)有企業(yè)家底，如實(shí)暴露企業(yè)存在的矛盾和問題，著力解決歷史包袱，結(jié)合我們?cè)谇瀹a(chǎn)核資專項(xiàng)審計(jì)過程中的體會(huì)，提出改進(jìn)方法。對(duì)清產(chǎn)核資專項(xiàng)審計(jì)程序設(shè)計(jì)進(jìn)行探討，以期對(duì)審計(jì)實(shí)務(wù)有一定的借鑒作用。切實(shí)維護(hù)國(guó)有資產(chǎn)安全，確保國(guó)有資產(chǎn)保值增值，為下一步企業(yè)改制做準(zhǔn)備。

This article in view of the present state-owned small and medium-sized enterprise present situation, audits assets or property the special audit ccording to the liquidate property the characteristic, comprehensively finds out the state-owned enterprise family property, exposes the contradiction and the question truthfully which the enterprise exists, exerts oneself the solution history cloth wrapper, unifies us to audit assets or property in the special audit process in the liquidate property the experience, proposes the improvement method. Audits assets or property the special audit programming to the liquidate property to carry on the discussion, to audits the practice by the time to have the certain model function. The practical maintenance state asset’s security, guaranteeing the state asset’s Maintenance value, changing the system for the next step of enterprise prepares.
