從商河縣來淺談政府在城鎮(zhèn)和農(nóng)村社會保障中的作用

摘要：現(xiàn)代社會保障制度自產(chǎn)生那天起，就成為現(xiàn)代政府的內(nèi)生職能。在簡要回顧了我國社會保障發(fā)展的歷史，可以看出迄今為止，社會保障,尤其是城鎮(zhèn)和農(nóng)村的社會保障仍然處于制度建立的初期，在這一階段，尤其應當發(fā)揮政府的主導作用，以保證整個社會保障制度的健全發(fā)展，既滿足人們的基本生活需要，同時又不至于產(chǎn)生社會成本過高或社會成員過分依賴等負面作用。就此來通過對商河縣情況的分析來探討和分析，政府是在社會保障的建立和完善中，應怎樣具體的利用其職能的。

Abstract: The original was briefly reviewed the history that our country community safeguard the development , up till now pointing out , the community safeguards , the community with the countryside in especially cities and towns safeguards yet to be in system establishment early days , is living this phase , especially ought to bring into play the dominant action of government , with the development amplifying to gurrantee the entire community to safeguard the system , meeies the fundamental life necessaries of people , the minus action such as once more unlikely to comes into being the community cost overtops moreover either community member excessively is dependent on and so on. That the original comes by means of the situation to County Of Shang He here and now analyses the inquirement , in the establishment and improving that the government is safeguards in the community , the use function that ought to be what concrete .
