摘  要：近年來(lái)，隨著人口老齡化問(wèn)題日漸嚴(yán)重，農(nóng)村養(yǎng)老問(wèn)題己成為當(dāng)今亟待解決的問(wèn)題。建立新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度，是解決農(nóng)村養(yǎng)老問(wèn)題的一個(gè)重要渠道，對(duì)確保農(nóng)村居民基本生活，推動(dòng)縮小城鄉(xiāng)差距，維護(hù)農(nóng)村社會(huì)穩(wěn)定具有重大政治意義，同時(shí)對(duì)改善心理預(yù)期，促進(jìn)消費(fèi)，拉動(dòng)內(nèi)需也具有重要經(jīng)濟(jì)意義。在我國(guó)建立廣覆蓋、保基本、多層次、可持續(xù)的新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度，離不開(kāi)各級(jí)政府的積極主導(dǎo)，最關(guān)鍵的是政府應(yīng)承擔(dān)起其在農(nóng)村養(yǎng)老保險(xiǎn)供給這一社會(huì)福利行政領(lǐng)域內(nèi)的責(zé)任。本文從財(cái)政支持、資金監(jiān)管制度建設(shè)、組織管理等若干方面，探討了政府在“新農(nóng)保”制度建設(shè)中的責(zé)任承擔(dān)。

Analysis of new rural insurance system construction of 

government responsibility

Abstract：In recent years, with increasingly serious problem of an aging population, the rural old-age problem has become a problem to be solved .Founding a new type of rural social old –age insurance system，is to accelerate the  establishment covers of the social security system of urban and rural residents，as an important Part of the rural residents to ensure the basic life，Pushing the gap，maintain the stability of the rural society，and is of great significance to improve psychological expectations，promote consumption，stimulating domestic demand also has important significance. In our country to build wider coverage，the basic，multi一level and sustainable new system of rural social old-age insurance from all levels of government actively advocate, key is the government should undertake to its in rural endowment insurance supply this social welfare administration domain responsibility. This form of liability covered financial support，fund supervision，system construction organization and management of a number of aspects.
