摘 要
城市是社會(huì)政治、經(jīng)濟(jì)、文化的中心，是人類(lèi)活動(dòng)的中心舞臺(tái)，伴隨現(xiàn)代化水平的快速發(fā)展，城市化給消防安全帶來(lái)了一系列負(fù)面效應(yīng)，諸如火災(zāi)隱患增多、消防警力不足、裝備滯后、搶險(xiǎn)救援和火災(zāi)事故日益突出。消防安全現(xiàn)狀還存在著許多與新形勢(shì)新任務(wù)不相適應(yīng)的地方,由于城市的發(fā)展離不開(kāi)消防的保障，本文主要闡述①通過(guò)政府社會(huì)各單位及人民群眾的共同努力推進(jìn)，實(shí)現(xiàn)城市消防安全目標(biāo)。②改革消防監(jiān)督管理體制，建立健全消防規(guī)劃等法律體系，發(fā)展城市公共消防基礎(chǔ)設(shè)施建設(shè)。③本文通過(guò)對(duì)城市消防環(huán)境進(jìn)行科學(xué)的調(diào)查和分析，建立城市消防發(fā)展綜合評(píng)價(jià)指標(biāo)體系并確定評(píng)價(jià)方法，對(duì)城市的消防安全綜合水平做出評(píng)價(jià)，從而有針對(duì)性地提高城市消防水平，更好地解決城市中的消防安全問(wèn)題；綜合工作實(shí)踐，本文對(duì)吉林省長(zhǎng)春市的城市消防安全現(xiàn)狀進(jìn)行了分析還運(yùn)用城市消防發(fā)展綜合評(píng)價(jià)指標(biāo)體系進(jìn)行了評(píng)價(jià)，并確定了相應(yīng)的安全目標(biāo)。本文著重分析當(dāng)前城市公共消防安全面臨的問(wèn)題，提出改進(jìn)的措施和對(duì)策，以及城市要為消防創(chuàng)造一個(gè)什么樣的環(huán)境等問(wèn)題作了比較詳細(xì)深入的探討。

ABSTRACT
City is the political, economic and cultural center, is the center stage of human activity, with the level of modernization of the rapid development and urbanization has brought to the fire safety of a series of negative effects, such as increased fire hazards, fire police lack equipment lag, rescue and fire accidents have become increasingly prominent. Fire safety situation, there are still many incompatible with the new situation and new tasks where, due to the city's development is inseparable from the protection of the Fire, the article focuses ① With government units and the community's force to practice the masses realize and the goals of city fire safety. ② Reform fire supervision and management system, establish a sound legal system, such as fire planning, the development of urban public fire protection infrastructure. ③ In this paper, the city fire environment for scientific research and analysis, comprehensive eva luation index system of urban development and fire protection eva luation methods to determine by the level of fire safety in the city to make a comprehensive eva luation, which has targeted to raise the level of city fire and better to solve the city's fire safety issues; integrated working practices, the paper city fire safety situation in Changchun , Jilin Province were analyzed also use comprehensive eva luation system was eva luated by the city fire development and determine the appropriate security goals. This paper focuses on current problems facing urban public fire safety, an improved measures and countermeasures, as well as what the city should create a environment for fire and other issues were more detailed in-depth discussion.
