In the recent year, there is a controversy about the transition of Chinese Governmental Function have affected Chinese Economy. Some people think this transition affect Chinese Economy a lot. However, the other people argue that this transition do noting on Chinese Economy. To look back from the year of 1949 to the most recent year of 2002, we still could see very clearly that the transition of Chinese governmental Function affect Economy a lot. The first we should look up is two kinds of governmental and two different ideas. The second we should look up is setting up of new Chinese government and the background of Economy. The third par it should take consideration is the governmental function in Economy before the inception of reform and open up policy. The last part we should focus on is the transition of governmental function in Economy after the inception of reform and open up policy.
II Two different government and two different ideas
In the modern day, based on the Industry Civilization, about the idea of government, two cardinal principals come into consideration. One is the capitalism idea, which are people have dominion. Government belongs to all people. The other one is Marxism. Marxism considers that government is kind of implement that one class crackdowns the other class. Also the government which established by proletariat have dominion. Through the practice of Lenin and Stalin, this idea becomes the governmental theory of socialism countries.
